[The following requirements are a combination of Pennsylvania state law, policy and legal opinions. Reaffirmed by PDE 13 & 22 April -2004]

A citizen of another country can obtain his/her Pennsylvania Alien Provisional teaching certificate by satisfying all of the following:

1. Must have a United States Social Security number.

2. Must have Immigration Visa and Alien Resident Card (Green Card):

a. HIB Visa holders are only eligible for an Emergency Certificate.

b. A Student Visa is NOT acceptable.

3. Employment Authorization by a sponsoring school district: promise of a teaching position.

4. Must submit notarized copies of:

* Immigration Visa and Alien Resident Card (Green Card),

*Permanent residence in the United States,

*The "Declaration of Intent to Become a United States Citizen" must be signed, plus the individual must become a United States citizen within 6 calendar years or the certificate is revoked.

5. These forms must be submitted along with the Instructional I application.
