Yes, Jesus is being hyperbolic. As Paul says "harsh
treatment of the body" lacks "any value in restraining
sexual indulgence." (Colossians 2:23) But hyperbole is
exaggeration to make a point. Jesus' point is that His
standard is about heart attitude.
