• ACM Alan Turing Award 2004 presented to Vinton G. Cerf and Robert Kahn, 2004, for co-creating the internet by being the authors of TCP/IP. Kahn and Cerf are not in agreement about everything. Kahn is against "net neutrality" and Cerf is in favor of it. That is to say, Kahn is opposed to a "broadband network free of restrictions on the kinds of equipment attached and the modes of communication allowed ...provided it met additional tests relating to the degradation of various communication streams by others." [Wikipedia] The issue becomes important when you ask whether an internet service provider is allowed to charge differing rates for differing content that it receives or that it sends. It seems to me that both Kahn and take their position because they want to support innovation. Kahn says, "If the goal is to encourage people to build new capabilities, then the party that takes the lead in building that new capability, is probably only going to have it on their net to start with and its probably not going to be on anybody else's net" [ibidem] Kahn feels that innovation should be rewarded with monetary incentives. Cerf instead emphasizes that innovation thrives under freedom rather than regulation.

  This is the first ACM Turing award provided on streaming video. Early ACM Turing awards appeared as papers in the Communications of the ACM. This itself points out how the world is moving toward multimedia at a rapid clip.
